Issue with Registering My Cell Phone

I can't register my phone. I put my number in and do not receive an sms with the code to put into registration form.

My cell number is 628111980967

When I dail it locally, the number is 08111980967

The number is located in Indonesia. My provider is Telkomsel.

Issue Number 2.

I want to buy additional credit and for some reason you all do not accept my card. I want to use the system before I address the credit card issue.

I work for the World Bank, and see a more universal use for this system here in Indonesia.
